Border and Homeland Security

  • SB 1 (Texas Budget) secured nearly $3.5 billion to protect the Texas border and keep our communities safe from the scourges of cartel violence and trafficking.
  • SB 8, the 287(g) bill, mandates that all local law enforcement in Texas work with Trump’s ICE to enforce expedited deportation of illegal aliens.
  • SB 36 establishes a Homeland Security Division to lead Texas’s border security planning and operations. The division is responsible for coordinating intelligence collection and analysis, managing border surveillance programs, aligning law enforcement efforts across agencies, and developing strategic plans and emergency response capabilities to counter threats from criminal actors and organizations.
  • HB 132 expands confidentiality laws to keep sensitive data like emergency response plans, risk assessments, and critical infrastructure details from falling into the hands of foreign adversaries.
  • HB 119 prevents hostile foreign influence on state policymaking by prohibiting lobbyists from receiving compensation to represent foreign adversaries or entities linked to them.
  • SB 17 prohibits companies, governments, and agents from hostile foreign nations like China, Iran, North Korea, and Russia from purchasing, owning, or controlling property in Texas.

Property Tax Relief

  • SB 4, if approved by voters in November 2025, will increase the Homestead Exemption by an additional $40,000 (40%), taking the new total up to a $140,000 cut on your taxable home value – as well as an increase to $200,000 for seniors and the disabled.

Public Education

  • School Choice: SB 2 empowers parents to give their children the best education by choosing where they go to school and ensuring their tax dollars follow their child.
  • School Finance: Co-authored by LaHood, HB 2 raises teacher pay and increases classroom funding by investing a historic $8.5 billion into public education.
  • Banning DEI in K-12: SB 12 ensures Texas classrooms focus on education, not indoctrination, by banning divisive so-called “Diversity, Equity, & Inclusion” initiatives.
  • Parental Rights in Education: SB 12 strengthens parental rights in Texas public education by affirming that parents—not schools or government—have the primary authority over their child’s moral, educational, and health-related decisions, while promoting greater transparency and accountability from school administration.
  • School Materials: HB 100, co-authored by LaHood, bans harmful, pornographic materials from our public and charter schools.
  • School Safety: Both co-authored by LaHood, HB 6 will restore classroom discipline by empowering teachers, while HB 33 requires more rigorous training for school safety officers to prevent another tragedy like the one in Uvalde. HB 4623, also co-authored by LaHood, allows schools to be held liable in sexual assault cases based on hiring practices and knowledge of the events.
  • Stronger Curriculum: Co-authored by LaHood, HB 27 mandates that high school students must take a personal financial literacy course.
  • Religious Freedom in Schools: Both co-sponsored by LaHood, SB 10 allows for the 10 Commandments to be displayed in public schools, and SB 965 protects the religious liberty of teachers.

Public Safety

  • Fighting Human Trafficking: HB 2306, co-authored by LaHood, eliminates the eligibility of parole for individuals convicted of trafficking children and disabled individuals, while SB 1212, which LaHood co-sponsored, mandates that engaging in human trafficking results in an automatic first-degree felony charge.
  • Bail Reform: SJR 5, co-sponsored by LaHood, will deny bail to people accused of heinous felonies if approved by voters.
  • Supporting First Responders: HB 3594, joint-authored by LaHood, updates the Fire and Police Retiree Health Care Fund of San Antonio to improve fairness and transparency while removing outdated limitations and undue burdens on retirees. HB 4144, co-authored by LaHood, establishes a supplemental benefit program for retired police officers and firefighters statewide.

Right to Life

  • Banning Abortion Travel: SB 33, which LaHood also co-sponsored, prohibits the use of public funds for logistical or financial support of abortions.
  • Life of the Mother Act: SB 31, co-sponsored by LaHood, clearly defines and clarifies Texas’s pro-life laws and helps ensure the lives of mothers are protected during a medical emergency.

Election Integrity

  • While leftwing cities and states allow illegal immigrants to vote in their elections, SJR 37 37, if approved by voters in November 2025, will clarify that all voters in Texas must be United States citizens. LaHood proudly co-sponsored this common-sense legislation.

Protecting Texas Children

  • HB 229, co-authored by LaHood, defines the terms ‘Male’ and ‘Female’ and requires them to be used on all government documents.
  • SB 12 protects children from being exposed to sexually explicit performances in public or places of business.

Second Amendment

  • Anti-Red Flag Act: SB 1362, which was co-authored by LaHood, protects the rights of law-abiding citizens by prohibiting law enforcement or local governments from any temporary removal of firearms without due process and a conviction in court.
  • Open Carry for School Marshals: SB 870 allows school marshals at public school districts, open-enrollment charter schools, private schools, and public junior colleges to openly carry a handgun while in uniform and clearly identified as a school marshal.
  • Handgun Licensing: HB 668 streamlines the process for renewing a license to carry a handgun by extending the renewal grace period and clarifying the application requirements. HB 1234 establishes a process for handgun license applicants to appeal medical denials. SB 706 allows Texas to recognize handgun licenses from other states.
  • Short-Barrel Firearms: SB 1596 removes state-level penalties for owning short-barrel rifles and shotguns without registering them with the federal Bureau of Alcohol, Tobacco, Firearms and Explosives, removing them from the state’s list of prohibited weapons.
  • Gun Buybacks: HB 3053 bans any city or county from participating in programs intended to remove firearms from circulation or reduce the number of firearms owned by civilians.
  • Confidentiality of Firearm Ownership for Foster Parents: HB 1403 protects the privacy of foster parents by barring child-placing agencies from requiring them to disclose the specific types of firearms present in their home or notify the agency of changes to those firearms.

Infrastructure

  • Water Infrastructure: If HJR 7 is approved by voters, it, together with SB 7 and HB 500, will invest $20 billion into ensuring Texas’s water supply for generations to come.
  • Energy Infrastructure: HB 14 strengthens Texas’s energy dominance by promoting nuclear construction projects and supporting the development of an advanced nuclear energy supply chain in our state.
  • Safeguarding Infrastructure: SB 75 establishes the Texas Grid Security Commission to enhance the resilience of the state's electric grid and critical infrastructure against various hazards, including natural disasters, cyber threats, and physical attacks.
